Wirtualne Media reports that it looked into the principles of cooperation between TV broadcasters (distributors) and operators and analysed how fair competition is respected in the market.
Small and media sized cable operators argued that they had built up the local cable industry 30 years ago and now “face the wall”.
Krzysztof Kacprowicz, the president of Mediakom, representing such operators, said they were being forced by large broadcasters to buy packages of channels. Furthermore, they had to sign contracts in English, which made any future disputes subject to the laws of foreign countries.
Meanwhile, Marcin Cichy, the president of the Office of Electronic Communications (UKE), said that he understood the problems of operators and was a supporter of hard regulation to solve the problem as soft regulation does not work.
Witold Kolodziejski, the chairman of the National Broadcasting Council (KRRiT), was of a similar view.
